The agreement focuses on economic issues and some of them merely confirm commitments to previous agreements. These include Kosovo`s commitment to end its campaign to join international organizations and to get Serbia to end its year-long campaign to defeit Kosovo. Grenell had insisted on this point without much success. In accordance with the signed agreements, Serbia will suspend its official and unofficial efforts for a period of one year and will encourage other states not to recognize Kosovo or to revoke existing recognition. In return, Kosovo will not apply for re-accession to international organizations for the same period. There are also promises to find and identify the remains of those who disappeared from the Kosovo conflict in 1998-99 and to rehabilitate refugees from that conflict and after the end of the war.   In 2008, Kosovo declared independence from Serbia, some a decade after a brutal war that killed more than 13,000 people and led to NATO intervention. One hundred and sixteen countries, including the United States, currently recognize Kosovo`s independence, but Serbia – and especially its ally Russia – do not recognize it. Until relations between Serbia and Kosovo are normalised, it will be almost impossible for Kosovo to become a member of the United Nations or for both countries to join the EU.
The Serbia-Kosovo deal helps Trump argue that he has made progress where Europe has failed and eliminated the chaos left by Democrat Bill Clinton after NATO`s intervention in Kosovo 21 years ago. While the deal could take Kosovo and Serbia on the long road to normalized relations, the main goal became clear when Trump and his spin-doctors quickly wrapped up the deal to complete his re-election campaign. “It seems political to me. Trump doesn`t inspire peace, I don`t see why he should have (the price),” she added. Kosovo and Serbia have agreed to conduct a joint feasibility study to explore options for linking the Belgrade-Pristina rail network to a deep-water port on the Adriatic coast.  The two parties agreed to work with the U.S. International Development Finance Corporation and the Export-Import Bank of the United States on Memorandums of Understanding for the operationalization of the Peace Highway, the Pristina-Merdare rail link, the Nia-Pristina rail link, the financing of small and medium-sized enterprises and other projects.  They will also take over the Merdare administrative crossing point at the border between the two nations.  The United States has promised both parties loans guaranteed by the U.S. government to finance strategic infrastructure development, and the U.S. International Development Finance Corporation will be present full-time in Belgrade.  The representative of the Russian Federation, the President of the Council for October, stated in his national function that Pristina was still sabotaging the constitution of the community of Serb communities in Kosovo.
